Winter of 2015:
Two districts of Los Angeles were declared as a Crisis Zone by the Council of Venice. These two districts were afflicted by an occult drug known as "Triple-Z" that removed the need to sleep but had horrific side effects on a long enough timeline. The leaders of the two Districts, Nicolas "Caesar" Barroso and Howard Preece both professed a desire to solve the problem as soon as possible.
The situation was further complicated by the civilian election for the mayor-ship of LA - a poll which Caesar was both participating in and winning. Barroso seemed to be power hungry, and he was later connected with Triple-Z through the occult chemists creating the drug, known as the Gold Skeleton Syndicate.
The Agents in the city acted with extreme prejudice. Barroso's home was burnt down, and while he won the election, he felt forced to flee:
Meanwhile, Howard Preece - who had also been connected to Triple-Z and the city's controversies - took over Barroso's District, tightening his grip on Los Angeles.
It has been two months, and the city once again teeters on the brink of disaster...
