Catelyn will also be running into the random punk kid on a skateboard and hoodie. She'd be happy to work with Willow.

Russell would arrange a meeting with the chief Venetian official in Paris, to get the ball rolling on placing political pressure on Savoy (i.e., "the secret world is watching you, let this be brought to a conclusion that will satisfy everyone"). If possible, he would ask Rhoswen, Cass, and/or Blake to join him.

As a new friend to Xi, and someone who may be able to offer some limited insight into what's been going on with her lately, Catelyn would absolutely want to help. She would probably go looking on her own even if there wasn’t a group.

The latest Venetian Report discussed that Catelyn and Nikoe helped to rescue Xi from a shady Templar healing house, which could be enough reason for Russell to reach out to them.

Agents tuned in to the appropriate Council of Venice channels may have caught the unassuming notice that the good Dr. Gräf uploaded. He's intending to investigate the dragon/wyvern/scaly beast presence in the tunnels after getting some coordinates from Victoire, and will tolerate anyone who wants to come along.
